Federico (Poch) M. Macaranas has nearly four decades of top- and middle-management/leadership and policy work especially in banking and finance from business, government, academe and civil society perspectives integrating multilateral, regional, international and local development and competitiveness issues. These have been recognized globally with Who’s Who listings in various international publications, particularly in “Who’s Who in Finance and Industry” and “Who’s Who in the World”. While holding the post of Undersecretary of Foreign Affairs under former President Fidel V. Ramos, he chaired the Senior Officials Meeting for the Manila-Subic Summit of APEC Economic Leaders in 1996 and later as advisor to other countries hosting APEC and ASEAN Summits and conferences; co-chaired the Experts Group Meeting for the Boao Forum of Asia (Davos-type summit of business executives and Asian leaders), Hainan, China; done various policy and executive works on banking and finance at multilateral, bilateral and local levels e.g., Asian Development Bank (ADB), International Finance Corporation (IFC), World Bank (WB), US Agency for International Development (USAID), Development Bank of the Philippines (DBP), Union Bank of the Philippines (UBP), Philippine Institute for Development Studies (PIDS), Committee on Economic and Development Affairs, National Intelligence Board (NIB-CEDA), etc. He was speaker in various prestigious international conferences e.g., Pugwash Conference by Nobel laureates on science and development issues; Awashima Forum by the Japanese Ministry of Foreign Affairs on regional trade and investment architecture, growth and sustainable development, etc.;, and represented the academe in NEDA’s Sub-committee on Finance of the Philippine Development Plan 2011-2016 under former President Benigno S. Aquino, Jr., among others.

He has vast experience in the academe and won awards for teaching graduate, MBA and other courses on money, banking and finance, in full-time and adjunct positions (Asian Institute of Management 2000- present, Purdue University (1969-1971), Manhattan College in New York City (1976-88); various years at the Fordham University, Columbia University, University of the Philippines, Center for Research and Communication (now University of Asia and & Pacific) and Bangko Sentral ng Pilipinas Training Institute, etc. , having received degrees in economics at the bachelor’s, master’s and doctoral levels from leading Universities (University of the Philippines, cum laude; Purdue University) and conducted post-doctoral studies at Harvard University. He was ASEAN 2015 Lead Faculty, Chair, Economics Department (AIM); designed and taught courses in economics, finance and strategic management at AIM’s Development Management degree programme; conducted numerous top- and middle- management courses for financial institutions like JP Morgan, Citibank, and Bank Mandiri, etc. He has also written dozens of graduate cases on banking and finance for classroom use, and prepared major reports for corporate clients (International Paper, IBM) and international/ regional organizations (ADB, ASEAN, OECD, PECC or the Pacific Economic Cooperation Council, SEAMEO Innotech, UN ESCAP, UN Volunteers and USAID, etc.

He also held various key management positions in the business sector. He was President of Clemente Holdings Ltd. - an Asia-based affiliate of a New York investment advisory firm which engaged in direct and portfolio investments across Asia, Economic Adviser, The First Philippine Fund, New York; Board of Director, TLC Beatrice, Inc., CEO and President, Strategic and Integrative Studies Center, National Security Council, etc. His government service includes various appointments at the Department of Foreign Affairs (Acting Secretary, Undersecretary and Assistant Secretary, 1998-1997) where he represented the Philippines in many international, plurilateral, and bilateral negotiations on economic (trade, investment, human resource, tourism), and setting up of advisory councils around the world for Philippine agencies and businesses from the Filipino diaspora. He served/ serves a number of Boards, including the Ramon Magsaysay Awards Foundation, which selects the equivalent of Nobel laureates in Asia.
