The Bayan Family of Foundations (BFF), represented by its President and CEO Prof. Carlo Sagun, joined PCNC-accredited organizations, government, development stakeholders, and donors at the 27th Philippine Council for NGO Certification (PCNC) General Assembly on May 14, 2026.

The assembly also provides a platform for dialogue and collaboration among NGOs and partners committed to good governance, transparency, and effective nonprofit work in the Philippines.

With the theme, “Governance, Democracy, and Development,” this year’s forum examined the role of public sector governance, democracy, and civil society engagement in shaping inclusive and sustainable development.

Discussions underscored the importance of integrity, transparency, and accountability in public institutions as foundations for strengthening public trust and support for nation-building.

Panel on Financing for Development

One of the assembly's highlights was a panel discussion titled "Financing for Development: Unlocking the Potential of Capital for Development Impact."

Prof. Carlo Sagun, together with Patsian Low, Deputy Chief Executive Officer of AVPN, Ltd., and Cauchie Garcia, Deputy Executive Director of Peace and Equity Foundation, joined the session moderated by Mr. Emiliano Romano, Executive Director of Operation Smile Philippines.

The session explored how NGOs can move beyond traditional grant models toward innovative financing frameworks that create greater impact and long-term value for organizations and the communities they serve.

At the panel, Prof. Sagun highlighted BFF’s work under the Philippine Social Enterprise Development Roadmap, which supports the growth of social enterprises, cooperatives, and people’s organizations, while strengthening their role in participatory governance through CSO engagement mechanisms and local partnerships.
