Tatak SE, Kabahagi Ka sa QC: Institutionalizing the Social Enterprise Development Roadmap in Quezon City

In a continuing effort to embed social enterprise (SE) into local governance, the Bayan Family of Foundations (BFF) met with Mayor Joy Belmonte and key leaders of the Quezon City (QC) Government to kick off the next phase of Tatak SE, Kabahagi Ka sa QC.
This initiative, supported by the Sasakawa Peace Foundation, is part of the broader movement to institutionalize the Philippine Social Enterprise Development Roadmap at the local level.
A Roadmap for Urban SE Ecosystems
Since 2023, BFF has worked closely with the QC Kabahagi Center for Children with Disabilities, QC Small Business and Cooperatives Development and Promotions Office (QC-SBCDPO), and the QCPublic Employment Service Office (QC-PESO) — to advance social entrepreneurship as a means to inclusive, sustainable progress and development in Quezon City.
The partnership now moves into its next phase - the implementation of the Quezon City Roadmap for SE Development, with BFF supporting the formation and capacity-building of the QC SE Council. This sector-led body will drive city-wide efforts to:
Nurture urban SE ecosystems, particularly those that advance sustainability, youth-and women-led enterprises, and digital innovation;
Align strategies with Mayor Belmonte’s 14-point agenda, particularly towards inclusive economic development and local innovation
Institutionalize the SE Council and local policies to ensure end-to-end support for SEs
Scale Social and Solidarity Economy (SSE) programs
The Council will play a crucial role in embedding SE and SSE initiatives in Quezon City’s governance and in forging an end-to-end ecosystem where social enterprises can launch, scale, and sustain impact.

A Vision to Become the SE Capital of the Philippines
Quezon City aims to become the Social Enterprise Capital of the Philippines by 2028. With its vibrant urban economy, diverse communities, and forward-thinking leadership, the city is well-positioned to lead this transformation.
BFF’s collaboration with the LGU ensures that this goal is not only visionary but achievable—grounded in policy development, institutional support, and grassroots engagement.
Co-Hosting the 2025 Philippine SE Roadmap Conference
In another exciting development, Quezon City will co-host the 2025 Philippine Social Enterprise Roadmap Conference, happening on November 5–7, 2025, at the QC M.I.C.E. Center. Now in its 3rd year, the Conference puts the spotlight on Technology Innovations in Social Enterprise and the Social and Solidarity Economy for the Sustainable Development Goals.
The event will bring together local and international stakeholders from government, civil society, academe, and the private sector to advance the national SE agenda, share regional breakthroughs, and strengthen cross-sector collaboration towards achieving the SDGs.
