Cotabato City - On July 29, 2025, the Bayan Family of Foundations (BFF) and the Cooperative and Social Enterprise Authority of the Bangsamoro Autonomous Region in Muslim Mindanao (CSEA-BARMM), with the support of the Sasakawa Peace Foundation (SPF), launched the implementation of the BARMM Social Enterprise (SE) Development Roadmap.   

Hosted by CSEA-BARMM, in coordination with the Office of MP Jaafar Apollo Mikhail Matalam, the launch convened officials from key BARMM Ministries and the newly-mobilized BARMM SE Council, representing cooperatives, MSMEs, People’s Associations, civil society organizations, academe, and the private sector.

This multi-sector collaboration is part of a larger initiative begun in 2023, Tatak SE for BARMM Peace and Prosperity, through which BFF has been working with CSEA-BARMM to advance social enterprises and to strengthen the region’s SE ecosystem. The partnership now enters its next phase to institutionalize SE development in BARMM as a means to peace-building, economic reintegration, and sustainable development. 

Redefining Development in BARMM

For decades, development in BARMM has been shaped by post-conflict recovery and external aid. The implementation of the BARMM SE Development Roadmap supports a shift toward a self-sustaining, impact-driven ecosystem. 

As the key movers of this initiative, BFF and CSEA-BARMM are committed to:

  • Mobilize and build the capacity of the BARMM SE Council to grow and scale SE initiatives;
  • Transition from aid-dependent cooperative models to market-ready social enterprises;
  • Institutionalize the BARMM SE Development Roadmap through regional policy, strategic alignment with BARMM’s governance frameworks, and end-to-end support of SEs;
  • Leverage key sectors—Halal industries, agriculture, and the creative economy—as pathways to peacebuilding, regional market expansion, and inclusive prosperity

This initiative is core to BFF’s long-standing mission to empower local communities through social innovation, systems-building, and inclusive development—and marks another chapter in the growing momentum behind Tatak SE nationwide.

A Shared Vision for a Peaceful and Prosperous Bangsamoro

With the BARMM SE Development Roadmap now in motion, the work continues to institutionalize the SE Council, launch pilot initiatives, and scale SE models that reflect the aspirations of the Bangsamoro.
